Neighbors Construction Company is set to begin framing The Encore, its newest multifamily construction project located in Belton, Mo.
Developed by NorthPoint Development, the $44 million, Class-A community will boast 361,409 SF, including six residential buildings and a 7,000-SF clubhouse.
Just minutes from I-49 Hwy on the east side of 163rd Street at Turner Road, the community is spread out across 11.64 acres and will feature 322 modern apartments in a mix of studio, 1-bedroom, 2-bedroom and 2-bedroom plus den units.
With the architectural design and structural engineering led by Rosemann & Associates, plans call for an impressive list of top-of-the-line clubhouse amenities including a chef’s demo kitchen, deluxe coffee bar, state-of-the-art fitness center with separate yoga and spin studio, massage suite, theater/pub room, plus a coworking space and private conference room.
The landscaped outdoor patio and sun deck will feature a heated saltwater swimming pool and custom grilling station, plus a bocce ball court and hammock garden overlooking the pond with a fountain feature.
Rounding out the development’s luxury living plans are 62 attached and 80 detached garages with 80 carports, plus the community will be encircled by a paved walking trail and a dog park.
“This is our 23rd apartment community constructed for NorthPoint Development, and we are very pleased to be a part of this significant community project. The Encore sets a new standard for design and amenity offerings for apartments in the Belton area,” said Ryan Neighbors, vice president of Neighbors Construction, the GC on the project. “Thanks to this mild winter, our team is making great headway,” he added.
Rental rates will range from approximately $799 per month for studio units to $1,889 per month for the larger two-bedroom homes with a den, depending on phasing, time of construction and actual market conditions.
To help finance the project, the City of Belton issued $44 million in Chapter 100 bonds and established a lease agreement with NorthPoint Development for abatement of approximately $8 million in property taxes over the next 20 years. In addition, the developer has agreed to pay $3.8 million to affected jurisdictions in lieu of taxes during this time.
To further reduce construction costs, NorthPoint has been granted a sales tax exemption on construction materials, saving approximately $1.47 million from the total project cost.
“Following the rapid growth that Belton has experienced in the past ten years in retail and new industry, Encore is one of the first market-rate apartment communities to be built in Belton, Missouri in 20 years. We’re excited to contribute 322 Class-A, luxury apartment units which will meet pent-up market demand for new, modern housing in the area,” said Tiffany Harris, director of multifamily asset management for NorthPoint.
Other project partners include Renaissance Infrastructure Consulting, Emery Sapp & Sons, Olsson, Strand Engineering, Lowery Design Group and Latimer, Sommers & Associates, P. A.
Construction began in summer 2021 and by winter 2022, Neighbors Construction has completed foundations for all six buildings, plus most asphalt paving and concrete curbs. With framing beginning in January, clubhouse amenities are set to be finished by summer 2022. Completion of the entire project is slated for summer 2023.
